Of course, it is a conspiracy theory. But you seem to make the same mistake the CIA propaganda does. Keep in mind that there is nothing wrong with the conspiracy theories as such. The only relevant question is how much evidence the conspiracy theory has. The only mistake is to present an unproved theory as a proved one.
However, I agree with you that there is no public proof presented that the Russians poisoned Skripals using the nerve agent.

It is pretty evident that the 24/7 recidivist propagandists are not discussing the original post and they have even not read the article shared in it. They demand "evidence" but refuse to read the article shared based on the dogma that whatever claims presented in Russian sources must be unproved or faked.
It follows that it is logically impossible to present to such inquisitors any evidence whatsoever unless the US itself presents the evidence that the US was elaborating biological weapons in Ukraine.
Analogously, Hitlerian Nazis could deny the genocide, saying that whatever evidence about the Holocaust was "Jewis conspiracy and propaganda". The only evidence Gestapo accepts is what Gestapo itself tells to be evidence.

So I would assume that they continued that line of research.
And every country has bio research labs. It’s how we find out about diseases, create vaccines, etc.
And 99.9% of these labs do not create bloody weapons.
That you could use something out of these labs to make weapons… yes. You can also use petrol, sugar and an empty coke bottle to make bloody weapons, so that’s besides the point.
