When I was a kid in the 50's, there were hardly any mexicans anywhere in the United States except for around Los Angeles, Tucson, etc, right near the border.

He isn't talking about the resort areas or even Mexico city. Go check out Tijuana, especially outside the city limits, if you dare. Check out the large swaths of the country under the control of drug lords.
