It looks to me like host countries have been seriously remiss about educating immigrants from certain regions (notably No. Africa and the ME) about gender equality and women's rights. Prosecuting people after the crime is rather late in the day. Pro-active education for immigrants would be my preferred solution.

There are many others that say the same thing. In the last 30 years, typically safe, low crime European cities have been turned in high crime zones, and the root cause in the clash between cultures. I have doubts that you can 'educate' a deep-rooted habit out of someone. So I wont blame the host country.
Also I happen to be living on an island frequented by European tourists, and because I own a restaurant/bar down here, I meet them all the time. These are not young people who do not know of life in Europe 30 years ago. These the older folks who have seen first hand the decline of their lifestyle over the years. I dont need a website to tell me whats going in Europe.

Even in central Europe, there are still divided criteria of what constitutes rape: some places 'no means no' and other places 'yes means yes.'
