It says that in the 1st Quarter of 2017 when Trump took office, the home ownership rate for blacks was 42.7%. It was exactly the same in the 3rd Quarter in 2019 while white home ownership had increased from 71.8% to 73.4%.
From that point there was a jump to 44% in the 4th Quarter of 2019 which remained the same figure in the 1st Quarter of 2020. Then COVID hit and Census Bureau data collection was adversely impacted. From the report:
"On March 20, the Census Bureau suspended in-person interviews and this has continued through June 2020. The
Census Bureau continued to conduct the CPS/HVS by telephone and made efforts to collect telephone interviews
for households and vacant units that would normally have been personal interviews. Households are in the survey’s sample for a total of 8 months, meaning that Field Representatives attempt to interview someone in the household each of those 8 months. Generally, households entering the sample for their first month and fifth month are interviewed through a personal visit. Interviews for other months can be conducted by phone under

Data are generally collected the week of the 19th and the reference period is the time of interview. The response rate for April was 69.9 percent, 67.4 percent for May, and 64.9 percent for June. For comparison, the average response rate for April, May, and June 2019 was 82.7 percent.

Color me skeptical that there was really a large jump in homeownership during the 2nd Quarter of 2020 in the middle of the COVID epidemic. The data has jumps in ownership of 2.3% among whites and 3.4% among non-whites even though that is a larger increase among both groups than there had been in the 12 quarters since 1Q 2017 combined.

Existing home sales reported in the 2020 2Q were about 12.9 million. In 2020 1Q the figure was 16.45 million (that's three months of data each which are annualized, so the actual numbers are considerably less). So existing home sales plummeted by over 20%, but the Census Bureau figures say the percentage of homeowners increased sharply. Sorry, I'm not buying it.

Anyway, the article doesn't lie, it just spins. But the rosy figures for the 2nd Quarter 2020 are dubious and the full figures for Trump's term without them isn't very impressive.
