Actually they now have nuclear bunkers that make your standard bunkers look like silly death traps. These bunkers are more like underground cities with nuclear power and infinite oxygen and water supply, and only 'special' people and their minions have access. This is probably where the 10 to 20 trillion missing dollars went to since 2003. They may or may not survive 20 or 30 years before Earth becomes habitable again, but if they believe they can, they will start the war without hesitation if their power and control is threatened. What makes this situation so scary is that it might be the very last one for the rest of us.

In any case, that explains why they are willing to risk nuclear war, because they are prepared for it. Unless you have a bunker you are not prepared for it.
