First of all the homeless are already there. What would your "improving things" mean for these homeless? Prison? Have them live in a different park?
Truly improving things would mean increased taxes funding housing and jobs programs so the homeless wouldn't be homeless any more.
My first thoughts are the area get's run down, a polly and his buddies buy property in the area and then use public money to make improvements, the biggest and probably the cheapest improvement is get rid of the homeless. One of the oldest tricks in the book, but as a state worshipper you should suck it up.
Give the homeless a ride out into the desert where the US goobermint holds millions of acres of vacant land.
If you want to kick start jobs, reduce tax and regulation.
