"It" is copy pasting large chunks of unoriginal material without genuinely engaging anyone, in this case for a second time (the first time being rather a damp squib as well), and "where" is here, on this forum.
The thread that I'm really impressed by is Flat Earth, where someone has managed to draw a crowd of people who seem to think he's actually presenting a serious and plausible case.
