How do they combat that?
Yes, many of those who opened an account are long gone, but at least we have an idea of how many have been opened so far. But it doesn't tell us how many active accounts are still in use, so that user ID number isn't overly useful.

As far as having multiple accounts, yes that is against the TOS.

Once admin finds someone using multiple accounts they can remove them or at least deactivate the account. The offender may be banned from the site as well.

Without a healthy revenue stream, marginal income dwindles.

When marginal income dwindles, net profitability suffers.

When net profitability suffers, over an extened period of time, site net worth goes south.

When a site's net worth goes south, it's operational plug gets pulled.

The day a site's operational plug gets pulled... things go dark.

When things go dark, all the patzers and conversational denizens pack up their avatars

and thumbs and go to the site employing the moderator who reported the demise.

You smell the footprints of a person who's been around since the beginnings of this site; a prudent person with a mere fifty pages of forum posts or a Grand Total of 750 works out to only 1-2 each week of the year, at best; obviously an eclectic person with a big picture point of view who has become engaged with activities at more than one internet chess site. Please help us understand how you "smell a hidden agenda".

All of this is your fault.

Lots of luck, that site has so many glitches it is unreal. Try posting a contraction in that forum.

One day in Feb 2005 the total player table was 5659 players, it's more than double that now.
