Holy huffing crap what is it with you people! A millennium starts at the beginning of year 1 and finishes at the END of year 1000; so the next millennium begins with the start of the year 1001. How complicated can it be for you chowder-heads.
Centuries are (generally) named in an ordinal fashion (1st, 2nd, etc.). Decades are not. They are named by the first digit of that decade (I mean, the digit in the tens place of that year).
It's really amusing that people are arguing that 1990 does not belong to the 90s.
