not being in the military, you may want to take him aside, and explain very gently, that the western custom of good hygiene is a work place courtesy, and that people find his odour rude and offensive.

Hmmmm. Maybe a bit less confronting, but still clear; send him an email in a very constructive and nice context. You can do this anonymously from a free obscure email service or such, if you think this is better (for you).
It might not be the most charming thing you can do, but everyone benefits, especially the targeted person who will not be made fun anymore, if he picks it up.
