Because we're too busy trying to get children to pass tests that are designed so half the test-takers fail. If it isn't on the test, it isn't likely to be taught. And from what I've seen here, half the adults refuse to learn another thing once they leave school.

It is all meant to be funny. That is Rick Mercer, he is a well known comic here in Canada. It is just a little humor, and to show how little even politicians in the U.S. know about their neighbour to the North.
