No, the scandal is that Spicer felt the need to explain it, and what's worse, to think up a conspiracy on the spot to cover up the fact that the FLOATUS is a clumsy SOB. If it'd been merely that simple fact, there wouldn't have been a scandal. There'd have been a lot of Reddit, Tumblr and 4Chan sniggering, and nothing worse at all.
It's Spicer who made it worse. Spicer, and no-one else. He turned it from a minor gaffe into a full-blown conspiracy-theoriy blunder.
