What authority do you place your confidence in? Whom do you feel authored the quote?
I place my confidence in a complete text of Shakespeare's works I have where I can't find it; several books of quotations not collected by random bloggers but by professional lexicologists, none of which have this quote; and finally and most damningly, the language of the quotation itself, which simply isn't Shakespearean. It's more modern, probably from the 19th or early 20th century - certainly not from the 16th.
As for who [ sic ] authored it, I think HandyAndy's suggestion is quite likely. The phrasing does make it sound like a proverb. The subject matter could well be Jewish. However, until I hear of an actual Jew confirming that yes, it's a proverb in either Hebrew or Yiddish, I'll still only assume that it's quite possibly a Jewish proverb, and won't accept that it is so for certain.
