I guess it's so you can't engage in war with a neighboring country on the first turn. I should have guessed this rather than opening my big mouth.
We're not close enough that I think it will have any undo effect on the play of the game. I would let it go if I were you.

Galactic Warlords was a fun game that they had discontinued; it's based on the Star Trek series (not just the original but includes species from even DS9 and Voyager). A bit easier to play; there's no "armies" to transport just space fleets. I kicked a** as the Ferengi about the same time we were playing our first MD here. Think I'll sign up.
