I do enjoy tactics and puzzles, my rating now floats between 1300's and 1500's most likely due to playing people much better than myself and carrying too many games at a time which I've been told by higher rated players on more than one occasion. How do you ask someone if they know French?

What does Parlez-vous français ? mean? if you hear someone say that to you they are asking "Do you speak French?" After this free French lesson you'll be able to say how much French you know, and manage a French conversation that is going too fast for you. 🙂
