As a fellow fish tank owner I would suggest the following:
1) You need to get the water right before you put any fish in. Generally fish do not like tap water. Consult a book on this as I am not sure of how long it takes the water to set in the US. Alternatively, if you have a mate with a tank, borroy 40% or so of his water and you will be ready to go straight away.
2) Do not add more than a couple of fish at a time as this will cause a nitrate peak in the water and all the fish will die. You may add the fish and all seems OK, but you get 2 nitrate peaks - a small one when you add the fish and then a big one about 2-3 weeks later, this does the damage.
3) Make sure you get fish that get on with each other - they are not nice animals most of the time and just attack each other.
4) Don't over stock the tank.
And thats about it, apart form have fun ;o)

I recently purchased a fish tank myself.
the most important thing I was told was the bio filter.. that is get the right bacteria going etc. a full test kit is essential.
start with a few cheap fish and let things develop slowly. putting too many fish in to start will put too much bacteria in if there are not organisims there to deal with it . a few fish craps will create a few fish crap eaters, they in turn will multiply and need more crap to eat.. thats when you add more fish.
as a gereral rule, you max your tank out when you have one fish inch per gallon. ie: in a 20 gal tank you can have 2 10 inch fish or 20 1 inch fish etc...
