Of course he believed there were WMD. The problem is that he had no concrete proof and he was WRONG. You don't invade a country based on your "gut feelings".

If you are the president of the United States you better damn well be sure of yourself and be able to back it up 100% before you invade another country.

Just because he is the leader of our country does not mean he is not capable of lying. Plus, his suspicions do not make things a reality. Suspicions are suspicions and not full, dead-on accuracies.
