The forums might be hard because it takes a lot of server space.
You can find a lot of help online.
I will recommend http://www.htmlgoodies.com. Especially if you are just starting. It's a really good site, and can help you get started with the basics, and beyond.
There's also a free html editor you can get called FirstPage that is pretty good (although pretty basic by html editor standards)
That is pretty much what I used to create my wedding website. (I would post a link, but its all just pictures now, and only interesting to people that were there. If you really want it so you can just see the style and how it turned out send me a message and I'll send you the link)
