It sounds like they should have been equipped with eccentric breathing apparatus, like insectile projections. An enigmatic signalling code with punishments for deviations would also not be out of place.
In public pools you don’t know what people are doing in the water. I live near Lake Erie and who knows what kind of filth is coming out of the nearby sewage plant not to mention all the beer cans, dog turds and dead fish on the beach. In the ocean you don’t know what’s lurking under the surface. So, while the answer is I can, I don’t.
