Technically this has to be almost impossible, because the only place you can lift it to is Page 1. You'd have to create 30 new threads immediately you did it to satisfy the requirement.

Suppose that's one way of keeping a forum active ....

Actually you just let it sink without lifting it and wait. Experience says it will hit page two faster than it will leave so in the general scheme of things it is most time one page 2 😉
