not played this in ages though so i am not sure of the answer to the original question

Right mate I think I know where you are going wrong, you need to have a cqc weapon in hand to grab an enemy, creep up behind with the knife drawn or pistol/knife in hand, when behind the enemy let go of the d-pad and press O, this should grab the enemy, then press L3 to interrogate. Clearer instructions can be found from the main menu>special> basic actions> intermediate> CQC chokehold.
Hope this helps, well now I've turned the game on it would be against the law not to play it for a short while... Oh no, I say goodbye for the next 8 hours while I complete this game again.
