I don't think it matters whether or not we think they should have been.
What matters is how well received it was by the public at the time.
That's how a hit is determined. Remember this, if it was overplayed, whether or not you liked it or not, it was probably a hit. When Carrie underwood came out with Jesus Take the Wheel, I thought the song was overplayed. But it was still a hit.

It is a bit of a dubious list. It mentions Shakespeare's Sister with Stay. Granted that was their most successful song but they had a number of hits and did reasonably well over a number of years.
