Flirting is a matter of common sense. What's your relationship? How close are you? How much about her has she let you know? How personal has she gotten with you? If the answer is "strictly professional", flirting is off the table. Furthermore, don't be an idiot if flirting is a possibility. Playfully complimenting her is light-years away from exposing your penis.

You are wrong on multiple levels. I didn't say it was okay for women to be treated such, because in fact I don't think it is.
