I'd say it would have more to do with people who only play 1/0, knowing that at least 50% of their opponents will time out.
Really, those people need to learn to delete fast games sent to them, or set the minimum timeout to something slower, or put users on 'ignore' if they keep sending unwanted fast games. With all those ways of avoiding fast games, and the time control clearly visible at the start of the game, there is no excuse for getting flagged.
