it is not the laws per se.
it is home builders building in flood plains and fire districts and banks willing to loan and foolish uneducated people buying them.
the role of government is to lay out non-building zones.
this will not happen...but it is the intelligent thing to do.

Yes, if you clear away plants that used to limit the severity of bushfires, or pave over soil that used to absorb rainwater, you will get into trouble. This is not news, except, apparently, to the beloved people of Australia's east coast and the USA's west coast.
Also, don't build your home on a flood plain, you dunce.
