My recommendation would be to match your exercise level with the breed's recommended exercise level. Unless you are getting a dog for a specific reason (like a working dog) then I wouldn't make intelligence the top criterion.
In my opinion, this is the order of the top three things to look for in a pet dog:
1. exercise level
2. size
3. intelligence

A border collie is extremely smart, but if they don't get the exercise they need they can become very neurotic and out of control (they need constant stimulation) - and then they just don't seem as smart and well-behaved.
On the other hand, the Pug is listed #57 on the intelligence link you posted, but it needs only minimal exercise. A Pug with no exercise may be a better behaved pet than a border collie that doesn't get any exercise.
I have a dog in an apartment and, while not as convenient as having a house and backyard, it is just fine.

i recommend you get a robot dog. with the delux model you can fill an internal tank with the beverage of your choice and it will urinate it into a glass for you. it can even keep hot beverages hot. it's a great ice breaker.
