I would take skulls in all games unless I know the reason why they stop, maybe not immediately but after a while.

When is it appropriate to take a skull? When is it not appropriate?
My view: if my opponent sends me a rated game (wether it is a supposed “friendly” game or not), and the skull appears, it gets crushed.
If one doesn't want one’s delicate cranium stamped into the dirt then don’t send rated games for “friendlies”.
Thoughts?
I take skulls in all 1/0 games. People want to play fast and they should.
I take skulls in welcome games after 10 days of inactivity to hold open the places for people who actually want to be welcomed. I do send reminders
I take skulls in fiendlies if the person refuses to get reminders.
I take old skulls now and then and espicially when Russ anounces to clear old games.
The oldest skull on my shelf dates from May

In 13 years you've only played a little over 2,000 games, may be a reason why so long since your last skull. π
