The locks also give the employees the chance to secure the doors if something suspicious is going on outside (that might lead to a robery, etc.)
Another answer:

Insurance companies requires locks in order to issue insurance to companies. There might be a situation when the doors need to be locked in order to protect the property, highly unlikely, but that's the requirement.

Why do they make swimsuits that have labels that say - Not suitable for wearing in swimming pools, the sea or for sunbathing !!! Drives me mad.
