It's fairly easy (but tedious) to lower it to page 2 from page 1, by one or more people creating enough new threads or replying to other threads, to put it there. But raising it to page 2 from page 3 requires that it be raised to page 1 and then lowered.

Too much time on my hands, sitting here with a bad cold.
