Much of this depends on the position, but yes if I win a rook in 5 moves then
I would call it a blunder. It also depends on whether they are forced moved, so if you play something that allows me to win a rook or mate, after a forced series of 5-10 moves then yes, it would be a blunder. In some positions winning the exchange is bad, as it either gives the other too much counter play, or the quality of the pieces. We all know that a rook is said to be worth 5 pawns and a knight is worth about 3, but an active knight is better then a passive rook.
