It must be. There is a forced win for black once white has played this so white realising it and knowing that black clearly knew also immediately resigned.

That is so obvious but can anyone tell me the forcing method?

Since starting this thread I have noticed that there are loads of games resigned after just one move.

Why to people do this? They simply spoil things for the rest of us.

Perhaps such activity should also be against TOS and if done consistently (a couple of times is consistent enough) the player should be banned and all the pointless spurious games removed from the database.

The story behind this game is as follows,
The game was in the last round and was due to be played on a Saturday. Fisher had insisted that as a Jew he must not be required to play on the Jewish sabbath, and as usual when being a confounded nuisance, got his way. Panno resigned, not because he thought 1.c4 an unbeatable move, but as a protest at being forced to play his game
at a different time from all the others, and after the others had ended.
