Black plays 1. ...Rh4 as has already been mentioned. One way to get to a4 is the route h8-h4-f4-f2-a2-a4, the other is h8-h4-d4-d2-a2-a4. Once black gets that pawn, he has two passed pawns and should win. (Not everyone can, though.)
So white should try to prevent this: 2.Rd1 Rh4 3.Rd2 Kg7 and white is in Zugzwang, because every move will allow black to push through, e.g. 4.Kg3 Rf1 5.Ra2 Kh6 and White has to play a bad move once again, e.g. 6.h4 Rg1+ 7.Kh3 Bd6 8.Bg2 Rc1 9.Bd5 Rc3+ 10.Kg2 Kh5 -+.
There are many other lines, but White always seems to be in Zugzwang.
