I might be a good idea to contact FIDE or the USCF and see if they have any advice. I think they have a certification program for chess instructors.
i did something kind of like this in my e. school which had a bunch of stuff from uscf.
I have some experience with chess in schools, as a parent and teacher (not chess instructor).
If you love the game and want to support kids playing chess, check out the local elementary schools and see if there is one that is interested in an after-school chess program. IMHO, it's easier to add a chess program to a school that is already offering after-school programs than to start from scratch (if easier is important to you). In my area, Christian schools and private schools often have chess clubs, so don't forget them.
If you want to earn significant income (more than $100/week) you're better off hooking up with an established outfit that offers scholastic instruction. Good luck!
Recently I read Michael Rhode's article posted at the USCF's website, www.uschess.org. Rhode, a US GM, wrote about the big US grade school tournament that took place recently. But I was struck to read about the "staff" of GM Rhode, GM Joel Benjamin, plus two additional chess coaches that accompanied this grade school chess team. Travel costs, additional hotel "team rooms", in addition to these coaches, mean big $$$ available if you have the right cliente --- grade schools in affluent neighborhoods.
