Why is RHP any different?

I did, about a month ago, the guy that plays on board 1 for my local town (I play on board 4 usually, but have been known to play on boards 3 and 5) his flag went but he had just taken his opponent's last pawn leaving him a king only! in fact he could have actually ran out just before the capture but no-one noticed. So it was a draw, it suprised me as I wasn't aware of the rule.
