You might want to change a couple of the questions:
Which problematic situations in chess have you experienced most often? *
Option for none.

Who do you think caused these problems? *
This comes across quite aggressive.

Would you support the ban on the use of alcohol and narcotic psychotropic substances be clearly defined in the Laws of Chess? *
You should offer the option of: alcohol, narcotic psychotic substances, or both.

Exactly!
They play classical time controls and if they tie they go to rapid games?
Stupid.
If they tie just lower the time to one hour each per game and see if that settles it.
One hour is plenty of time for good strong games and great combinations due to mistakes.

What would I change about Chess?

Get rid of the en passant rule!

In war soldiers from both sides get behind enemy lines and they don't disappear like in chess because of en passant!

Chess is a war game is it not?

Not needed.
You don't have to change to that.

Just realize that in war some soldiers can get behind enemy lines and they don't disappear because of en passant.

Chess was designed as a war game so keep it that way.

The two square first move option was brought in to speed the game up.

En passant was brought in at the same time so people could not use the new two square rule to avoid being taken by an comfortably close pawn.

Yes I know.

But!

Soldiers can and have stormed passed enemy lines and that is war.

Chess was originally designed as a war training game.

In real war soldiers don't say "hey! they can't get passed us that's not fair!"

En passant was created for cry babies.

Why change something that works perfectly well?
You cannot compare chess to a traditional battlefield
When , on a traditional battfield were there soldiers who can only move diagonally or horses that have to do a sidestep every time they move?
My suggestion would be to leave it exactly as it is.
Chess 960 and Shogi are chess variants.
Non of them have become particularly popular.
