Kd3 wins for white. The key to this position is not blacks king but the placement of whites pawns, while blacks pawns are still on the 6th rank, white are on the 5th, closer to being promoted. After 1.Kd3 Kc3, white queens with the h pawn 1st

black can't keep white out, but who will win the race?
if black chooses to attack queenside with 1...Kc5, white just goes the other way, liberates his h-pawn 1 tempo later than black his a pawn, but as white pawns are 2 tempos farther advanced, black would queen right after white, but can't because white queen has the promotion square.
