the system just compensates based on the network lag: while your client hasn't heard from the opponent, it'll assume the clock is ticking normally, and displays that assumption. but when it finally receives the move from your opponent, there is a time stamp included (the moment your opponent sent his move), so your client can calculate how long the message travelled and adjust your clock accordingly.

They cheat because they are arrogant I agree with the poster who said it's a character flaw.
Arrogance would be using fewer resources because you're overconfident rather than more resources than you're allowed.
