Vitiugov tied for 1st-3rd in Aeroflot open (one of the strongest open tournaments) 2011. He has also participated in several Russian Championship Superfinals (where only strong GM`s are able to play).

I see Russia's Dmitry Andreikin cracking the top 10 and China's Yu Yangyi making it into the top 25.
from 2700chess.com:

Yu Yangyi, 18yo chess player from China, defeated today Yury Shulman and broke 2700 barrier after R4 of Reykjavik Open. Congratulations!

My two cents:
Richard Rapport and Ilya Nyzhnik are certainly worth watching, but they are very young. I would look for their best advancement in 2014 for Richard, and later for Ilya.
Vitiugov was impressive in Gibralter, but for right now look no further than Fabiano Caruana and Max Vachier Lagrave, the college-age cats.
The best (also college-age) player in the world, Mr. Carlsen, is impressed by both of them.
I would add that Max Vachier-Lagrave is the only guy in the world really feared by Magnus --- and with good reason. Check the record between the two.
The most exciting world championship match would be between them, I think. And I hope someday it happens, but first, Max has to be as cold to draws as Magnus is.
They are both geniuses, with Magnus probably the greater.
