I always understood that if a queen moves into one position next to King, that King could capture queen?

Because in Game 4063915 he thought he could play KXQ but his computer is telling him "Game Over".

King Cannot capture because the H File Pawn is protecting the Queen.

had had implies that in the past, you possessed something.

oh, well...
maybe it was all sarcasm
or maybe he didn't know that the white pawn hadn't been facing backwards at the time of the attack.
maybe, the pawn heard something in the bushes, and turned around to see what it was, and the OP thought that he could take the queen while the guardian pawn was distracted.
