Instead of discussing an on-going situation, I contacted the guy who was playing the position and he said his opponent never asked him about resigning. Now, I personally see no point in playing out the position (although I certainly think you have a right to play until checkmate); however, why is there a huge thread about this situation when the author of the thread never even bothered to discuss it with his opponent?
the best you can do in these situations, is to take your time and work out the quickest mate. with no additional risks of course. it would be stupid (and well deserved) to lose a won game for taking unnecessary risks.
I just had someone asking for a draw a piece down, with no chance of stopping my passed pawn. no counterplay, no chance of perpetual, nothing. after I declined, he continued playing on, which gives me reason to suspect he's going to drag it. so, now I'm taking my time to work out the quickest mate to end the game as soon as possible. after that, I won't bother even to think about the game. eventually it will end, and I won't grant him the slightest chance for counterplay before that.
