Generally, two rooks are better than a queen. I can send you a whole database of games in a pgn file that demonstrate the two rooks are equal to or better than a queen. There are fewer examples of a queen begin superior.

Of the 21 possible moves, 9 draw and 12 win for black.

After 1. Qd6 black has 20 possible moves of which 6 draw and 14 lose. The quickest loss is 1. ... Rd8 which loses in 33 moves. 1. ... Rd8 might actually look an obvious move to many players with black but could you (as white win it). Of the 29 possible white moves now only 1 wins and 28 draw. What is it?

Has to be 2. Qe6+ because then black has to move the king to f8. then white plays 3. Qf6+. Since black has to stay in the 8th rank, one of the rooks falls.

Of course, and then even with only a single rook and with best play from white it takes 33 moves to win.

Now I realise this position is not typical and Rd8 was a particularly careless move. Usually there are some pawns on the board that make all the difference but the point I wanted to make is simple. It is not easy for 2Rs to win against a Q and it is not easy for a Q to win against a single R.

So should you exchange off a Q for 2Rs or should you avoid it? Its a decision I hate to make but there must be a few general rules.

(1) the Rooks need to work together so need open lines where they can join up and come to bear on their targets.
(2) the Queen will come into her own when the board is blocked up and the Rooks cannot work well together.

In the end the side that gets the 2Rs and a few pawns or the Q and a few pawns is likely to be the side that wins.

Very roughly speaking, the rooks are better at exploiting weak pawns (esp. isolated pawns), and the queen does best when the enemy king is exposed.

A recent game with Q v. 2 Rs. I thought the rooks were better, certainly with the extra P but even after Ps were even again.

I am playing a game right now where I sacrificed a queen for two rooks because I believed it helped my position. Of course we'll have to wait to see how the game ends before I can claim that it was a good idea or not.

"Generally", hell yes. Getting both rooks for your queen is considered the better trade.
