wait wait wait, if 44 isn't allowed, then my entry for 10 needs to be changed.
(4squared -4)+(4/4)=13
sqrt's aren't allowed?
44 is OK. 4 squared is not (there is a 2 in squared) SQRT (4) is OK but not cube root (4) (as there is a 3). All 4's must be used, so 4+4+4=12 is no good. Going well, but get back on track guys.
And exactly FOUR 4's!
but sqrt(4) = 4^1/2 there is a 2 (index)

Up to 10 was OK. 44/(sqrt(4)*sqrt(4))=11
(4*4)-sqrt(4)-sqrt(4) = 12
44/4+sqrt(4) = 13
4+4+4+sqrt(4) = 14
4*4-(4/4) = 15 4+4+4+4 = 16
4x4+4/4 = 17

converging to it
4+(4*4)-sqrt(4) = 18 4!-4-(4/4) = 19 (44-4)/sqrt(4) = 20 4!-4+(4/4) = 21
