Yes, a King can deliver mate. The masked piece has no power to give check unless the piece in front of it moves.

"Promotion" is giving the same officer a higher rank. The chess pieces are nothing more than a physical representation of ideas. The piece on a8 is no more a new piece than a stunt double in a movie is a new character.
