The Union Jack is not "always" the national flag of Great Britain.
Who here knows why ?
Union Flag=Flag of GB and NI
UK=Eng/Scot/Wal/NI
GB=Eng/Scot/Wal
The answer must be there somewhere! (I guess using maths, then NI is involved. NI doesnt have a constituent part in the flag for reasons long forgotten..)

Maybe we are looking in the wrong area, maybe he means Great Britan has another flag... Which would be the Union Flag, not the Union Jack, but he says "not always" which implies "sometimes" and by that logic the Union Jack is never really the flag of Great Britan.
