OK, it's time to break this problem down step by step.

axb6, dxe6, and the h-pawn captured twice to reach f2.
Minimum White pawn captures: 5
hxg3 [or g4], c-pawn captured 3 times to reach f7, bxc7.
Capture balance:
12 White units on board + 4 bP captures = 16. All White units must play a part in the capturing scheme. Every single White unit not on the board must have been captured by a bP.
11 Black units on board + 5 wP captures = 16. All Black units must play a part in the capturing scheme. Every single Black unit not on the board must have been captured by a wP.
Next step: Which pieces were captured?

Well, it could be h-pawn capturing twice or one capture from g-pawn and another from h-pawn.
Sorry, I think I arrived at a dead end with my analysis. I want to do another try but I have not much time these days.

It is not so important to know whether Pf2 was originally the h-pawn. It's more important to know that it must make at least one capture [gxf].
