The same year USA's emission was 17.2 tonnes per capita.
China has a lot of habitants, yes, but calculated per capita USA is the bad guy of the world.
which is not absolving the US in the pollution department. The two countries together are making more pollution than the rest of the planet combined.
It is those two countries that have to lead the way to carbon neutral.

No, they don't have to 'lead the way'. They just have to do something substantial. Others have been leading the way for many years and probably will continue to do so.
To be fair however, the US should do far more than China on a per capita level ie they should get their pollution per person down to the same or better than Chinas pollution per capita - and they should do this before pointing fingers at anyone else.
