What do you think causes "human weakness, immorality, and evil" in us humans? Why? What would be the drive to do those things?
People make decisions in which they weigh the benefit they gain against the detriment to others.
They can opt for the former at the expense of the latter, and this can - and often does - lead to what can be seen [and experienced by others] as immoral acts.
If these actions and interactions are egregious, they may even be evil.
So corrupted or broken moral compasses are what "drive" these things. People might be weak where morally sound behaviour takes effort. People might be selfish where their self-gratification trumps their concern for others. People might be sociopathic. People might be psychopathic.
Whatever the rules may be, whatever the environment might be like or might expect of us, all of us have consciences that are unique and as prone to be of varying quality as is the case with any number of our other human attributes.

@kingdavid403 saidI can't think of anyone I know who has never done anything immoral ~ if that's what you are asking. Everyone has a conscience that is uniquely their own and is prone to be of varying quality. I don't think any observer of the human condition is going to claim that anyone is morally "perfect".

@kingdavid403 saidNot for you and me, maybe. But bullies will have their reasons. One of them may be that their conscience is not inhibiting them as they get some sort of affirmation or gratification from what they do.
There is no reason for the bullying of anyone really.
