Sociopaths are a scourge upon humanity.
Would it be evil to permanently eliminate such people ? I think not.
Education seems to be lacking in other countries and here as well.
It's no good throwing food and water down if you aren't going to bother educating anyone.
Which leads me to believe there are some powerful people behind all this that don't want people educated. Are they evil? I would call them mentally ill.

Is it evil to constantly provide food, clothing, etc to someone or some group but not do something about remedying their situation ?
Was it evil when states in the US, faced with economic problems, drasticly cut mental health budgets resulting in tens of thousands of mentally ill being placed out on the streets ?
where things are always evil and personal tastes causes other things to be
