Red-shifted light indicates that everything is moving away from everything else; so indeed the heavens seem to have been stretching out since the big bang, in a sense. The verse you quoted is oft used by theists who support the Big Bang Theory.

God had to create the universe in such a way so there could be a segment of humans who have the free will to decide that God did not have a hand in it. This is the entire purpose of going about it 'the long way'.
