I don't think US history would bear that out too well. The invention of the Six Shooter by Samuel Colt gave thousands of people the security of purchasing a hand gun for a week's worth of wages in the American West.

How can it possibly be necessary for anyone to carry a battlefield weapon in public, unless Americans are claiming that they are living in a civil war scenario.
I also find it hard to believe that nobody in that cinema had a weapon given that it occurred in very pro gun state.
